An agreement has been set in place last November between Vergennes Township, Lowell Charter Township and the City of Lowell. The three municipalities are working together for the purpose of establishing and providing a separate legal entity to be known as the "Lowell Area Recreation Authority" for the purpose of developing, acquiring, constructing, operating and maintaining one or more trails for the use and enjoyment of the residents of the Townships and the City.

A board has been established that consists of an elected official from Vergennes Township, Lowell Charter Township and the City of Lowell. There are also 3 representatives from each municipality and one jointly appointed representative.
